Photoshop isn’t a vector program so you can’t edit any vector files with it, you need a program like Illustrator or free opensource like inkscape.

I open it (File> Open)but it asks to rasterize the image and (as it is not optionalto say ok or No) I cant edit it like the PSD format!

Photoshop only supports the EPS format.
